A three-part series of rehabilitation repairs to aqueduct mains will soon start throughout the Town. Hampstead recently received $814,500 from the federal and provincial governments to help fix underground pipes. The federal-provincial funding comes from the PRECO agreement, the potable water and wastewater pipe renewal program.

Phase I of the rehabilitation repairs will start the week of July 26, 2010 and will affect the following streets:

Ferncroft (between Netherwood and Cleve)
Belsize (between Holly and Eton Crescent)
Applewood (between Netherwood and Applewood Crescent)
Aldred Place (between Aldred Crescent and 50 Aldred Place)
Harrow (between 61 Harrow and 21 Harrow)

All affected households will receive a 48 hour notice from Aqua Rehab before repairs start and, after work is completed, grounds will be restored to its original state.

Please note that, in order to complete these repairs, a temporary drinking water network will be installed to minimise impacts on residents’ everyday activities and to guarantee a continual supply of drinking water. Water quality will be closely monitored.]]>

The Town invites residents to its annual Aquamania Day. Hampstead’s summertime celebration is scheduled this year on Sunday July 25th from 1:00 to 5:00 p.m. and will take place at Hampstead Pool, 30 Lyncroft.

Planned activities include water games, races, organized and animated by our lifeguards, pedal boats and inflatable water toys. Free scuba diving trials, courtesy of Total Diving, will also be available for those interested. This fun-filled day will be top off with delicious treats.

“It will be a great afternoon of pool fun, our lifeguards always have creative activities planned, and as a certified diver, I really enjoy being able to introduce others to the sport,” stated Bonnie Feigenbaum, Town Councillor, Community Service and Recreation.

The event is free for season pass holders. Residents and non-residents may purchase daily passes, space permitting.

This summer, Hampstead will be hosting at Hampstead Pool its annual Aquamania Day on Sunday July 25th from 1 to 5 p.m. Free scuba diving, water games, and much more will be available on that day. Also, on Tuesday August 24th from 1 to 8 p.m. Hampstead will be holding its annual Blood Drive. Held at the Community Centre Irving L. Adessky (30 Lyncroft Rd.), Hampstead’s 4th annual Blood Drive will be chaired again this year by Brandon Baran-Goldwax and his father Councillor Michael Goldwax.

With the nice weather here in full swing, the Town would like to remind residents of a few basic rules concerning swimming pools, which are designed to prevent unfortunate events such as injuries, drowning, etc.

According to by-law 760 concerning swimming pools:

  1. It is prohibited to erect, install or alter an exterior swimming pool, hot tub or spa without first obtaining a permit to this effect.
  2. The swimming pool must be situated at least 2 metres (6.6 feet) from any lot line, fence, accessory building or deck and from the main building, as measured from the exterior perimeter of the water surface.
  3. Swimming pools, if they are to be used during the evening and night shall be equipped with permanent lighting to illuminate the entire swimming pool area. Lighting around swimming pools shall not be directed onto neighbours’ properties. Lighting shall not operate between 11:00 p.m. and 7:00 a.m.
  4. Swimming pools shall be equipped with an automatic shut-off device which will activate should the skimmer or other suction pipe detect the presence of a foreign object.
  5. A pool must be completely surrounded by a fence, which may not be less than 1.85 metres (6 feet) high at all points as measured from the adjoining grade.

Please be advised that the Town of Hampstead has recently made several amendments to its nuisance by-law, which comes into force on June 16, 2010. According to by-law 690-5, some of the most important changes are:

  1. Given that Hampstead is about 83% Jewish, the Town will respect the fact that many residents do not work on Saturday and only have Sunday available for gardening and other activities on the weekend. Consequently, rules for construction and noisy outdoor activities, such as using a lawnmower (gas or electric), are henceforth the same for Saturday and Sunday. Work is permitted from 9 a.m. to 6 p.m. on both days. In addition, just as work on statutory holidays is not allowed, construction and other noisy outdoor lawn work on Yom Kippur and Rosh Hashannah will now be forbidden.
  2. Gas powered leaf blowers are now only permitted during a limited leaf collection period each fall. The Town will announce this period each year.
  3. Some archaic provisions of the old by-law, such as the prohibition against horses in parks (the Town has the police cavalry at Hampstead Day every year) and the article related to spitting on the sidewalk or street, have been removed.
  4. Loud noise is now better defined.

Hampstead recently received $814,500 from the federal and provincial governments to help fix underground pipes. The federal-provincial funding comes from the PRECO agreement, the drinking water and wastewater pipe renewal program.

Last year, both governments agreed to reserve $936 million from the Infrastructure Stimulus Fund for Quebec, which includes $350 million for PRECO for the whole province. D’Arcy McGee MNA, Lawrence Bergman, said that the plan is to approve projects quickly “so that the schedule work can be completed by March 2011.”

“Hampstead has been very active in seeking grant money for badly needed infrastructure work. This latest grant will be used for relining or replacing several water mains, which are in bad shape. By the end of 2011, we hope to have rehabilitated almost all of our worst water mains. Most of the funding will have come from grants like this one. We very much appreciate the funding from the provincial and federal governments,” said Mayor Bill Steinberg.

The Town will hold once again its annual Hazardous Household Waste collection on Sunday June 13th, 2010 from 9:00 a.m. to 5:00 p.m. at the Town’s Public Works garage located at 10 Cleve Rd in Hampstead.

For a second year, Shred-It, a shredding company, will be on site from 10:00 a.m. to 2:00 p.m. to shred personal and confidential documents. Identity theft is currently the type of fraud that is expanding the most rapidly. The defrauders may get confidential information about a person, not only by Internet or by statements found in a recycling bin, but also from simple information contained on receipts of all kinds, restaurant checks, bank statements, etc. The Town invites residents to protect their personal data and take advantage of this free service to shred documents that are no longer needed, but which are still very important regarding financial security.

Also available on this day, residents are invited to bring their old electronic material as well as CDs and DVDs for recuperation. For a complete list of accepted hazardous household waste is available on the Town’s website here.

Hampstead is very pleased to announce the launching of its new Municipal Volunteer Patrol (MVP) program designed to increase the protection residents already receive from the Public Security Department. The Municipal Volunteer Patrol is a pilot project, which will run from June 8 to October 31st, 2010.

Initiated by Councillor Leon Elfassy, the MVP project is similar to a neighbourhood watch program. It consists of an active mobile volunteer group of Hampstead residents serving as the eyes and ears of the community, helping to promote the well being of all its residents. Volunteer members are trained to observe, assess and report what they see and hear to Hampstead's Dispatch Centre for the appropriate response by the Hampstead Public Security Service or the SPVM.
 
“I am very pleased by the enthusiastic response from over 60 volunteers who have already signed up for this invaluable volunteer service to the Town; it shows that we have the heart and the willingness to give back to our beloved and closely-knit community!,” said Leon Elfassy, Councillor in charge of Public Security.
 
Residents can find out more about this Town initiative at Hampstead's Security Fest which will take place on Tuesday, June 8 from 5 to 8 p.m. in Hampstead Park. We are lucky to have the good weather start a littler earlier, so there is no need to wait for Hampstead Day to enjoy the park.  Our annual springtime celebration is a great opportunity to get out of the house and start enjoying our great recreation facilities,” enthused Councillor Bonnie Feigenbaum, chair of the recreation portfolio.

The Town will implement a new green collection as of Friday April 30th, 2010. This collection will take place every week on Fridays during summer months (approx. April to November) and will replace the Friday garbage collection. The new collection applies to all residents and all building types.

Accepted green waste includes outdoor spring cleaning residues and other landscaping work waste, tillage residues, waste from gardens or fruit trees, small branches (not exceeding 1m in length and 5cm in diameter) grouped together with fibre string, cut grass and weeds. Please note that regular garbage may no longer be put out on Fridays. Residents who put out non green waste as described above will be fined as per the Town’s bylaw.

Mayor Bill Steinberg explained, “Hampstead residents care about the environment and that is why we have the 5th best waste recuperation rate of the 32 boroughs and towns on the island. We expect this new green collection to dramatically increase our waste recuperation rate. The more tons we collect of green waste and recycling, the more money we get from the provincial government and the less garbage goes into landfill.” Steinberg also noted that “We chose to go with green collection rather than organic waste collection because far more of our garbage is green material than organic waste. However, the council will consider an organic waste collection, as well, for 2011 if we can find a cost effective method and if enough residents want to take part. Residents can expect news on this in the coming months.”

All green waste must be placed in one of the following: in a reusable container (i.e. garbage bin), cardboard boxes, paper bag for garden waste, or a biodegradable plastic bag certified by the BNQ. Your container may be put out the night before collection day after 6 p.m. The Town asks that residents instruct their gardeners to dispose of green waste into a container of their choosing, among the ones listed above.

From April 19 to April 30 residents may pick up free paper bags for garden waste {while supplies last} at Town Hall (5569 Queen Mary), the Irving L. Adessky Community Centre (30 Lyncroft) or the Public Works garage (10 Cleve).]]>

The course will focus on prevention and knowledge of how to recognize the instinctive drowning response. Topics will cover first aid skills, personal safety, child-proofing the pool, emergency procedures and activation of Emergency Medical Services (EMS).
