MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE TOWN OF HAMPSTEAD HELD ON NOVEMBER 28TH, 2005, AT THE COMMUNITY CENTER, 30 LYNCROFT ROAD, AT 8:10 P.M.

THOSE PRESENT WERE: Mayor, William Steinberg, Councillors Bonnie Feigenbaum, Clifford Borden, Leon Elfassy, Abraham Gonshor and David Sternthal forming a quorum.

ABSENT: Councillor Anne-Marie Boucher-Garber

ALSO PRESENT: Mr Richard Sun, Director General and Me Chantal Bergeron, Town Clerk acting as Secretary of the meeting.

APPROVAL OF THE AGENDA

On motion of Councillor Abraham Gonshor, seconded by Councillor David Sternthal, it was UNANIMOUSLY RESOLVED:

- THAT the Agenda of the special meeting is hereby approved as submitted.

2005-002
NAMING OF ACTING MAYOR (PRO-MAYOR)

On motion of Councillor Bonnie Feigenbaum, seconded by Councillor Clifford Borden, it was UNANIMOUSLY RESOLVED:

- THAT Councillor Abraham Gonshor, be and is hereby appointed Acting Mayor effective November 28th, 2005 until the first regular Council Meeting in April 2006, to have and exercise all powers of the Mayor when the latter is absent or otherwise unable to perform his duties, the whole in accordance with article 56 of the Cities and Towns Act.

NOTICE OF MOTION – BY-LAW No 740 - INTERNAL PROCEDURES GOVERNING COUNCIL MEETINGS

NOTICE OF MOTION was given by Councillor David Sternthal that, at a subsequent meeting of Council, by-law No 740 regarding the internal governing of the Council meetings of the Town of Hampstead will be submitted to Council for adoption.

TAKE FURTHER NOTICE THAT all Council members have received by-law No 740 prior to this Council Meeting and that a motion to dispense with the reading of said by law was made.

NOTICE OF MOTION – BY-LAW No 741 – DELEGATION OF POWERS TO OFFICERS AND EMPLOYEES - AUTHORIZATION OF SPENDING AND MAKING CONTRACTS

NOTICE OF MOTION was given by Councillor Bonnie Feigenbaum that, at a subsequent meeting of Council, by-law Nº 741 respecting the delegation of power to officers or employees to authorize the spending of money and making contracts therefore in the name of the Municipality, will be submitted to Council for adoption.

TAKE FURTHER NOTICE THAT all Council members have received by-law No 741 prior to this Council Meeting and that a motion to dispense with the reading of said by law was made.

NOTICE OF MOTION – BY-LAW No 742 - TOWN’S TAX RATE FOR THE FISCAL YEAR 2006

NOTICE OF MOTION waas given by Councillor David Sternthal that, at a subsequent meeting of Council, by-law Nº 742 establishing the tax rate of the Town of Hampstead for the fiscal year 2006, will be submitted to Council for adoption.

TAKE FURTHER NOTICE THAT all Council members have received by-law No 742 prior to this Council Meeting and that a motion to dispense with the reading of said by law was made.

NOTICE OF MOTION – BY-LAW No 743 - TOWN PLANNING ADVISORY COMMITTEE

NOTICE OF MOTION is given by Councillor Leon Elfassy that, at a subsequent meeting of Council, by-law nº 743 regarding the Town Planning Advisory Committee, will be submitted to Council for Adoption.

TAKE FURTHER NOTICE THAT all Council members have received by-law no 743 prior to this Council Meeting and a motion to dispense with the reading of the said by law is made.

APPOINTMENT OF THE ASSISTANT TOWN CLERK AND THE ASSISTANT TREASURER

It was proposed by Councillor Abraham Gonshor, seconded by Councillor Leon Elfassy and UNANIMOUSLY RESOLVED:

- THAT the Assistant Director General of the Town of Hampstead is appointed as Assistant Town Clerk to exercise as Town Clerk when the latter is absent or otherwise unable to perform his / her duties;

- AND THAT the Director General of the Town of Hampstead is appointed as Assistant Treasurer to exercise as Treasurer when the latter and the Assistant Treasurer are absent or otherwise unable to perform his/her duties.

AUTHORIZATION OF THE TREASURER OR THE ASSISTANT TREASURER – TOWN’S BANK ACCOUNTS – TPS AND TVQ NUMBERS – SIGN DOCUMENTS RELATED TO

 It was proposed by Councillor Bonnie Feigenbaum, seconded by Councillor Clifford Borden and UNANIMOUSLY RESOLVED:

- THAT the Council of the Town of Hampstead authorize the Treasurer or the Assistant Treasurer to open the Town’s bank accounts, to obtain TPS and TVQ numbers and to sign all documents necessary to give effect to this resolution.
