To ensure the best possible results for this project, Hampstead has instituted a stringent evaluation process forthe sale. This process is much more detailed than would be typically undertaken for a sale of municipal property, but it is necessary to protect the best interests of our community, and to ensure the highest quality development – and best return on investment – for the Town. The competition will take place in two steps:
- Request for Qualifications
The first step in the selection of a developer is the release of a request for qualifications. Developers interested in the project will respond to the request by demonstrating their expertise in designing and building a luxury condo development. The developers will also be evaluated on their ability to finance the project. The request for qualifications was formally published on the SEAO website (Système électronique d'appel d'offres – www.seao.ca) on Tuesday, August 9 and was announced through public notices in The Gazette and La Presse newspapers on the same date. - Request for Proposals
The second step in the selection of a developer involves issuing a request for proposals containing all of the project requirements. These proposals will be evaluated as to which best matches the intent and direction of Council when it comes to the development of the property. The request for proposals will only be issued to those developers that successfully pass the‘request for qualifications’ step.
