Purpose of the Regulation: The primary objective of this regulation is to ensure that public spending on goods and services adheres to sound management principles. Please refer to the Town’s Contract Management By-Law for details on our procedures.

  • Invitation-Based Calls for Tenders
  • Direct Negotiation Contracts

Submissions are reviewed and analyzed, with the contract awarded to the lowest bidder.

The Town strives to engage the widest possible range of businesses capable of meeting its needs, promoting rotation among potential contracting parties whenever feasible.

Complaints management for public tenders

In accordance with the Cities and Towns Act, the City has implemented a procedure to receive and review complaints related to the awarding of contracts through public calls for tenders or direct negotiation with a sole supplier, when the contract value meets or exceeds the public tender threshold.

It is also possible to contact the tendering officer at any time prior to filing a complaint.

Procedure and Deadline for Filing a Complaint

Complaints must be submitted using the form provided by the Autorité des marchés publics and received no later than the deadline specified in the SEAO, which is seven days before the bid opening
