The municipal administration of Hampstead operates within a clear organizational framework that distinguishes between the political responsibilities of Council and the administrative management carried out by the Director General and municipal departments.
This structure ensures transparent governance, responsible stewardship of public resources and effective service delivery, in compliance with provincial legislation and recognized municipal best practices.

Council establishes strategic directions, while the administration implements those decisions within the approved regulatory and financial framework.

Organizational structure and mandates

José Nunez, Director General

The Director General serves as the Town’s chief administrative officer.

Mandate:
To oversee overall municipal operations, coordinate department directors, implement Council decisions and ensure the efficient management of human, financial and material resources. The Director General also plays a central role in strategic planning, major project oversight and continuous administrative improvement.

Municipal Departments

Giuseppe Talarico, Public Works Director

Mandate:
To maintain and manage municipal infrastructure, including roads, water and sewer systems, snow removal operations, public lighting, signage and environmental waste management.

Thierry Houle-Gingras, Information and Security Director, Adm. A

Mandate:
To enforce municipal by-laws and collaborate with police and emergency services.

To oversee information technology systems, cybersecurity, digital infrastructure and municipal data systems.

To manage institutional communications, public information dissemination and digital strategy.

To coordinate geomatics and geographic information systems supporting planning and territorial management.

Chandra Devenyi, Parks and Recreation Director

Mandate:
To plan and deliver diverse recreational, cultural and community programming, promote social inclusion and support citizen initiatives.

Jonathan Arsenault, Urban Planning Director

Mandate:
Oversee the administration of the Urban Planning Department. Apply urban planning regulations, plan and manage territorial development, and provide guidance, analysis, and advisory support on development projects.

Brinda Vardin, Town Clerk

Mandate:
To manage official records and archives, organize Council meetings, ensure compliance with transparency requirements and oversee access to information processes.

Yves Tedom, Treasurer

Mandate:
To oversee budget management, municipal accounting, tax collection and financial reporting in accordance with applicable standards.

Simona Sonnenwirth, Human Resources Director

Mandate:
To manage the Town’s human capital, including recruitment, labour relations, training, occupational health and safety, and organizational development.

The department ensures a professional, equitable and legally compliant workplace environment.

Pierre Houle, Chief of Purchasing Division

Mandate:
To oversee the Town’s procurement processes, including the acquisition of goods, services and municipal work, in compliance with applicable legal, regulatory and municipal policy frameworks. The division ensures responsible resource management, transparent contracting processes and prudent stewardship of public funds.

Sarah-Eve Longtin, Communications and Public Relations Manager

Mandate:
To oversee the planning, coordination and implementation of the Town’s institutional communications, including public information campaigns, content creation and media relations. The Manager supports the visibility and reputation of the Town of Hampstead and, when required, provides communications support to municipal departments and elected officials in the development of projects and initiatives.

The Town provides public access to by-laws, budgets, financial reports, official notices and municipal documents. Citizen engagement and access to information are fundamental pillars of municipal governance.
