Procurement and contract awarding

Contract management governs all procurement and contract awarding processes of the Town of Hampstead.
The primary objective of the Contract Management By-law is to ensure that public expenditures for goods and services adhere to principles of integrity, fairness, transparency and sound financial management.
The Town implements rigorous procedures to guarantee impartial treatment of suppliers and responsible stewardship of public funds.

Bids are reviewed and evaluated prior to contract award, either to the lowest compliant bidder or to the bidder having obtained the highest quality score, depending on the evaluation method selected.

The Town endeavours to encourage the participation of the widest possible pool of qualified firms capable of meeting its needs, while promoting, where feasible, fair rotation among potential contracting partners.

In accordance with the Act respecting contracting by public bodies (LCOM), the Town has established a procedure to receive and review complaints relating to the awarding of contracts issued through a call for tenders process or a notice of intent (sole-source contract) where it is alleged that the process does not comply with the applicable legal framework.

Complaint Submission Procedure and Timeline
Complaints must be submitted using the form provided by the Autorité des marchés publics (AMP) and must be received no later than the deadline indicated in the SEAO.
