In 2026, the Town of Hampstead is proud to participate in this initiative for a second consecutive edition. Under the theme The People Behind Your Town, the campaign invites residents to discover the people who work every day to plan, maintain, protect and enhance the community.
Beyond showcasing municipal services, the initiative seeks to strengthen the relationship between residents and their local government by fostering a better understanding of the work carried out every day on behalf of the community. Through employee stories, municipal projects and educational content, the Town highlights the often unseen work that helps deliver high-quality municipal services.
Every municipal department plays an important role in keeping Hampstead running smoothly. During Municipality Week, residents are invited to discover the people, expertise and dedication behind municipal services through a series of employee profiles and stories.
Whether in Public Works, Procurement, Administration, Information and Public Safety, or Horticulture, every employee contributes to delivering reliable, high-quality services that enhance the community’s quality of life.
While most residents are still asleep, municipal trucks are already leaving the Public Works garage. A major snowstorm has arrived, and before sunrise, Maxime Turcot and his team are already hard at work.
After eighteen years of service, these operations remain among the defining moments of his career. Every situation is different, but the mission remains the same: keeping residents safe while ensuring the essential services the community relies on continue without interruption.
While many of these operations take place in full view of residents, the real work begins long before. Equipment maintenance, vehicle preparation, infrastructure inspections, operational planning, and team coordination are all part of the job. Whether responding to a snowstorm, a water main break, or a major infrastructure project, every effort is focused on delivering reliable, efficient, and safe municipal services.

For Maxime, Public Works is ultimately about teamwork and commitment. No matter the challenge, everyone contributes their expertise to serve the community. Behind every well-maintained street, repaired piece of infrastructure, and municipal service delivered is a dedicated team whose work often happens behind the scenes but has a visible impact across the Town.
Even after nearly two decades, he continues to learn something new every day. It is this variety of responsibilities, combined with the opportunity to make a tangible contribution to residents’ safety and quality of life, that continues to fuel his passion for public service.
When an emergency arises, there is no rehearsal. While residents are looking for answers, an entire team immediately springs into action. Calls begin pouring in, information must be shared quickly, and critical decisions need to be made within minutes.
For Thierry Houle-Gingras, this is when his work matters most. Over the past twenty years, he has coordinated emergency responses, strengthened the Town’s preparedness efforts, overseen cybersecurity initiatives, and managed major events, including the 2024 Jerusalem Walk. Behind every successful operation lies extensive planning, prevention, and collaboration.
Most of this work happens behind the scenes. Long before a municipal project becomes visible to the public, countless meetings, risk assessments, and strategic decisions have already taken place to ensure everything runs safely and efficiently.

For Thierry, the true strength of his department comes from teamwork. Every employee brings unique expertise, and every role contributes to the success of the whole. Bringing those talents together has remained the foundation of his leadership throughout his career.
Even after twenty years, no two days are ever alike. It is this constant evolution—and the opportunity to make a tangible difference in residents’ lives—that continues to inspire him every day.
On a hot summer day, while traffic moves steadily along Fleet Avenue or Queen Mary, Emmanuelle and Anik work just a few metres away from passing vehicles. They weed, plant, and maintain flower beds, transforming ordinary streetscapes into vibrant public spaces.
Residents admire the flowers, but few realize that the planning begins months in advance. As one season ends, the two horticultural specialists are already designing the next, proposing new planting projects and finding sustainable ways to enhance Hampstead’s green spaces through increased use of perennial plants.
Their work requires creativity, careful time management, and resilience in all weather conditions. Above all, it requires complete trust between teammates when working in active traffic.

In a field still largely dominated by men, Emmanuelle and Anik are proud to show that public works is also a place where women thrive.
Their greatest reward is seeing residents enjoy the parks and gardens they help create, knowing their work makes Hampstead a little more beautiful every day.
When the preventive boil water advisory was issued, residents quickly saw bottled water becoming available across the community. What they did not see were the dozens of urgent phone calls made behind the scenes to secure thousands of bottles for immediate delivery.
For Maxime Bourque, that experience perfectly reflects the reality of his work.
Most of what he does happens long before a project ever begins. Every year, nearly forty public tenders must be prepared, published, evaluated, and awarded. Every specification, deadline, and regulation respected behind the scenes helps municipal projects move forward successfully.
Deadlines are often tight, unexpected situations arise regularly, and equipment is not always easy to obtain. It is during those moments that strong relationships with suppliers become invaluable.

For Maxime, improving processes, planning ahead, and working collaboratively are the foundations that ultimately allow the Town to provide better service to its residents.
Starting a career in municipal government means discovering an environment where every day brings something new. For Andrea Thomas, that discovery happened quickly. As soon as she arrived, she found herself immersed in summer camp registrations, ongoing projects, and a steady stream of resident requests.
“It felt like being thrown into the deep end of a swimming pool, but thankfully everyone was there to help me swim.”
What has impressed her most is the way departments work together. Behind what may seem like a simple resident request, several municipal services often collaborate to find the best possible solution.
Whether helping parents register their children or answering everyday questions, Andrea discovers something new about municipal service every day.
Only three months into her career with Hampstead, one thing is already clear: joining the Town was the right decision. She has found a welcoming team whose commitment to the community is evident in everything they do.
The year 2026 has been marked by a number of significant initiatives that have strengthened municipal infrastructure, modernized public services, and enhanced community life in Hampstead.
Among the most notable achievements was the rehabilitation of Ellerdale, a long-awaited project first identified as a priority in 2016. Its completion has renewed a key piece of municipal infrastructure while improving safety and quality of life for residents.
The Town also continued to advance the modernization of its online services, making it easier and more convenient for residents to access information and interact with municipal services.
Another milestone was the creation of the Order of Hampstead, a new civic distinction established to recognize individuals whose dedication, leadership, volunteerism, and service have made an exceptional contribution to the community.
And while these accomplishments are worth celebrating, 2026 is far from over. Several major initiatives are currently in the planning or implementation stages and will continue to shape Hampstead’s future in the months ahead. Guided by the vision and direction of Town Council, the municipal administration remains committed to investing in high-quality infrastructure, delivering responsive services, and fostering a vibrant and sustainable community.
